It was only exposed in the 1970's where the CIA claimed to have stopped, but then they are professional liars. Certainly, the nullification of the Smith-Mundt Act made for open season on using CIA propaganda against the American Public. The CIA's Frank Wisner used to refer to CIA controlling the US media as the "mighty Wurlitzer". What had been going on covertly for decades has now become overt.
