It has been like that since the UN building opened in 1946. This symbolism indicates that the USA is at war. I take it to mean the USA is at war with the people of the States. Possibly this public display makes it permissible for the USA to kill us and lie to us (because they are at war with us), whereas these would be crimes in a time of peace. I've written to the office of the American ambassador to the UN asking for clarification on the flag display but received no response. We in the states don't even know what the peace flag looks like, because we've never known anything but war.
