How do Indian IT consulting firms manipulate the system? It's easy. They've created a strategy for their criminal behavior. They manufacture resumes. It helps them secure H-1B approval and increases hourly rates for their workers. Along with these resumes, they provide fake references for the interview process. This increases the chance for their workers to lock in a visa.
The mock resume contains 7+ years of experience. Most of it is from Fortune 500 companies. These companies shorten the candidate's name to hide the person's identity. Next, the agent gives out their phone number and/or email instead of the prospects to the vendors.
Once they get a hit, they call to confirm the hourly rate. Afterward, the vendor receives the candidate's phone number or email to request an interview. Once scheduled, the potential foreign national arranges the next step. Find another individual to pass the interview. Once past and background checks clear, the fraud is complete. The visa holder begins work at the client's site. But the game is not over. The workers are given job support to administer the lie from the Indian consulting firm that placed them. They'll use screen sharing, chat, slack, mobile texting, or other means to complete the work with an off or on-shore representative.
And yes, I've seen this firsthand. Not once, but hundreds of times. Pure unadulterated fraud. Yet, it goes unpunished as qualified Americans go without employment.
